Department of Human Services – Procurement synergies

Medicare Australia is an agency within Department of Human Services’ (DHS) portfolio. Medicare Australia consults with all other DHS agencies in relation to all major procurements to seek synergies and clustering opportunities. These consultations may result in approaches to the market by Medicare Australia which includes other DHS agency’s requirements or other DHS agencies approaching the market for procurements that include Medicare Australia’s requirements.

Annual Procurement Plan (APP)

In accordance with the Commonwealth Procurement Guidelines, Medicare Australia is required to publish an APP on the Australia Government’s AusTender website. The APP is a pre-notification to the market of expected procurement activity for the current financial year. Requests for tender and other approaches to the market

Medicare Australia advertises requests for tender and other business opportunities open to the market on the Australian Government’s AusTender website. Details on tenders and information on how to download tender documents is available at AusTenderExternal link.

Senate Order on government agency contracts

According to the Senate Order on departmental and agency contracts the following table sets out contracts entered into by Medicare Australia which provide for a consideration to the value of $100 000 (inc GST) or more and which

  • have not been fully performed as at 31 December 2009, or
  • which have been entered into during the 12 months prior to 31 December 2009.

Most of the contracts listed contain confidentiality provisions of a general nature that are designed to protect the confidential information of the parties that may be obtained or generated in carrying out the contract. The reasons for including such clauses include:

  • ordinary commercial prudence that requires protection of trade secrets, proprietary information and the like, and/or
  • protection of other Commonwealth material and personal information.

The contract amounts are reported in line with Department of Finance and Deregulation requirements. The amounts show the total expected expenditure over the whole life of the contract unless otherwise indicated.

Estimated cost of complying with this policy: $665.20. This estimate was achieved by calculating the total time taken for staff involved in the collection, preparation of information to comply with the order.

Grants

In accordance with Government reporting procedures Medicare Australia is required to publish the details of individual grants on its website no later than seven days after a funding agreement has been signed by both parties.

Medicare Australia’s standard terms and conditions for purchase orders

When Medicare Australia requires goods and/or services from a commercial business, it may choose to issue a purchase order. The purchase order will provide details of the item/s required, the price per unit, the quantity required, GST payable, and the total value of the purchase order. Unless an existing contractual arrangement is in place with the provider for the goods and/or services, all goods and/or services listed on the purchase order are subject to Medicare Australia’s Standard Terms & Conditions for Purchase Orders [PDF, 1.0Mb]PDF reader required.
